The cyber challenges of the public sector
The data belongs to residents.
Civil records, social assistance, schools, urban planning, local taxes. Protecting this information means protecting the residents who entrusted it.
Roles are very diverse.
Technical services, schools and after-school programs, social services, municipal police, general administration, elected officials. Digital habits and equipment vary widely within a single organization.
Resources are limited.
An IT department of a few people for all services, sometimes shared between several local authorities. The program must run without constantly tying up the team.
Procurement has its own rules.
Public contracts, thresholds, lots, sovereignty and hosting requirements. Choosing a solution must be justified as much as decided.
A program adapted to your local authority
Modules written for public employees
A series dedicated to local authorities covers data leaks and ransomware, with two scenarios on urban systems: the hacking of public irrigation and of traffic lights. These situations speak directly to technical services, and they come on top of the core cyber content of Learning Academy™ (more than 100 modules).
Formats that work in the field
About 4 minutes per module, available on a computer, tablet or phone, with no installation and sign-in by SSO or magic link. 12 languages are available.
Simulations on sensitive workflows
Bank detail fraud on a supplier payment, impersonation of IT support, an urgent request presented as coming from an elected official or a director. Phishing 360™ simulates these scenarios on 8 channels: email, SMS, USB drive, QR code, postal mail, physical intrusion (building breach), phone call (vishing) and deepfake. Postal mail and physical intrusion extend the exercise to town halls and technical centers.
Reaching field employees
Booths in the town hall lobby or at the technical center, short talks, the CyberEspion workshop, virtual reality. Workshop™ reaches employees who spend little time in front of a screen. CyberCrime™, the investigation game from our Game Studio, also comes as a board game for group sessions.

Preparing elected officials and senior management
The executive committee talk shows the threat live to the leadership team: a real public sector case, the attackers' methods and demonstrations that each end with the reflex that protects. The BlackOut™ crisis workshop then puts senior management in the situation: deciding under pressure, assessing an incident, organizing communication.
The French Ministry of the Interior chose BlackOut™ for the interactive crisis management exercise at the annual day of its Senior Defense Official's Department, in June 2026.
Light management
Groups are built automatically from the BlueSecure Risk Index™, campaigns run one after another without intervention and the dated history is ready for an audit or a report to the council. Smart Report™ reports send it automatically to the right recipients.
For an intermunicipal body or a shared IT department, multi-tenant management separates data by local authority, delegates administration to a local contact and consolidates reporting.

Hosting in France and public procurement
BlueSecure is published by BlueDigital SAS, a French company founded in 2017.
Platform data is hosted in France by French hosting providers certified ISO 27001, which are not subject to extraterritorial laws such as the US CLOUD Act. If your context requires it, SecNumCloud, dedicated server or on-premise options are available.
Our team provides the administrative documents needed for your tender file and helps you with lots and technical criteria. BlueSecure is listed with UGAP and CANUT, French public purchasing bodies, so you can order through them.
NIS2 and local authorities
Under NIS2, currently being transposed into French law, training and cyber hygiene are part of the risk management measures expected from essential and important entities. The draft transposition plans to include local authorities, depending on their size and responsibilities. Members of management bodies are required to follow training (Article 20). Cyber hygiene and training for the whole organization are among the minimum measures (Article 21(2)(g)).
